Diss man dies after police detainment just hours after a live stream in which he told police that he believed they would kill him




The sister of a man who died after being detained by police has demanded the truth about what happened to him.

Krystian Kilkowski, 32, who was born in Poland but had lived in Diss for eight years, died on his birthday, hours after being detained by Norfolk Police under the Mental Health Act last Monday.

His sister, Kinga Kotowska, 40, also from Diss, is adamant that her brother did not suffer from any mental health problems.

She said: “He did not have any health problems, he was in a very good mental and physical condition.

“I would like to ask the public for help regarding my brother, who died just after police intervened on Monday. If anyone saw anything or knows anything about it, I would like to ask you to come forward.”

Mr Kilkowski, who worked at Anglia Autoflow Ltd in Diss, began live streaming video footage while stood in his garden in Cotman Close after police officers arrived at his home at around 1pm.

In the video, he says to officers, ‘Why do you want to kill me?’

Mr Kilkowski repeatedly asks for help and tries to call over passers-by. He goes on to say: “I think you’ll kill me. I think today I die.”

He later adds: “I don’t want to die, I have my birthday tomorrow. They are waiting until my phone switches off, then they kill me.”

Mr Kilkowski also mentions being scared and too hot in the video, refusing a glass of water filled by police in the house, and asking instead for ‘closed water’ from a bottle.

At around 2.30pm, he was seen lying face down on a grass verge in Victoria Road, with blood flowing from a head wound and several police officers knelt around him.

The live streamed video was taken at Cotman Close where Mr Kilkowski lived with his girlfriend, and was later passed to the Diss Express by Mr Kilkowski’s sister, who also forwarded it to the police and the Independent Office for Police Conduct (IOPC).

It is still unclear what happened after Mr Kilkowski stopped recording.

Norfolk Police said that Mr Kilkowski became “seriously unwell” during his detainment, and he was taken to Norfolk and Norwich University Hospital for treatment at around 3pm.

Miss Kotowska said: “I got a call at 10pm from my younger brother to say that Krystian only had a few hours to live. His lungs had been flooded with blood.

“I went to the hospital immediately, but we waited until 12.15am before giving our permission to switch the machine off. We waited until just past midnight because he had been really looking forward to his birthday.”

Mr Kilkowski’s death led to a mandatory referral of the incident by Norfolk Police, with an investigation having now been launched by the IOPC.

Investigators were sent to the scene to gather CCTV footage and witness statements, and an appeal has been made for anyone who witnessed the incident to come forward.

IOPC regional director Sarah Green said: “My thoughts are with all those affected by this tragic incident. Our role when someone has died following police contact is to establish all of the circumstances surrounding how the incident occurred.

“We are continuing to gather evidence and are keen to speak to anyone who was in the area and may have witnessed something.”
