Plans launched to convert former Barclays Bank in Market Hill, Diss, into flats and a retail unit




Plans have been launched to convert the former Barclays Bank in Diss into flats and a retail unit.

Old Bucks Developments Ltd has submitted an application for part conversion of 14 Market Hill into five two-bedroom flats, while retaining a portion of the ground floor space for retail use.

In its planning statement, the company said: “At present, the unit is difficult to market due to the overall size and the current economic climate.

“These proposals will enhance the retail shop, increase the perspective tenant range and likely enable a retail unit to reopen, albeit at a reduced size.

“It will convert a vacant area of storage into high-quality housing in the town centre, making a positive contribution to the housing supply.

“The new flats will enable renovation of the whole building, improving the street scene, which is an important and significant feature in the main high street.”

The building, which is Grade II listed, is part of a consecutive row of listed properties within the heritage triangle, a conservation area.

South Norfolk Council’s environmental quality team has requested that a noise impact assessment be carried out before the application is considered.

The former Barclays Bank site measures around 900 square metres.

It closed in August 2023.

The developer adds: “The current rental cost and business rates associated with a unit of this size makes it far less appealing to prospective tenants.

“These proposals will greatly increase interest in the retail unit.

“The retained retail unit will be accessed via the same lobby entrance as the former Barclays. The access to flats from the high street is also via an existing external door.

“We believe these proposals maintain the character and appearance of the building.

“The conversion of the building to flats has no impact on neighbouring amenities but will benefit the local community and retail premises from the future occupant’s expenditure.

“All proposed flats are generous, two-bedroom units. The proposals include suitable amenity and utility space for each unit.

“Access and parking to the rear is generous for this part of Diss.

“The site is ideally located, close to most amenities via walking distance, meaning the occupants will not be reliant on vehicles.”
