Breckland Council brings in nearly as much from investments as it does council tax, the authority has claimed.
The council has offices and commercial units in its property portfolio and lets them out to draw income.
The revenue brings in £2.6m annually for Breckland, with council tax slightly higher at £2.7m. The council claims to have the lowest district council tax in the country, and that its investments help fund services for local people.
Planning fees, recycling and licensing also bring in cash.
