When walking my dog around the town and more specifically Walcot and Heywood Roads, I have been stunned to find that people are actually leaving their dog's excrement on the pavements and verges.
I cannot imagine the mentality of these people and wonder if we had more dog litter bins they would be used?
Sadly I have come to the conclusion that the people who leave this mess behind must have such abhorrent personal habits that they are beyo
nd hope.

At present there is a three-tier structure – county, district and parish.
This often leads to confusion as to which authority is responsible and accountable for services and functions.
County and district can play one against the other and "pass the buck".
For example, the county is responsible for refuse disposal, the district for refuse collection. Also county is responsible for highways but district is responsible for collecting the litter on highways.
A unitary authority would erase the confusion, as all services would be provided by one structure.
A unitary authority would also strengthen parish councils. An effective parish council could lobby the all-tier structure knowing that no buck passing can occur.
The three tiers are unnecessary, complex and cumbersome. In the long run, the benefits would be greater accountability plus financial savings.
